A ballot initiative seeking to overturn Oregon laws pre-empting local control over GMOs and pesticides has hit a roadblock. The initiative sought to give counties and cities immunity from the State of Oregon’s pre-emption statutes and sole jurisdiction. Proponents of the “Right to Local, Community Self-Government” garnered 1,000 signatures, making it eligible to begin the ballot title drafting process for the 2016 general election.

However, the Oregon Secretary of State’s office determined the initiative made overly broad revisions to the Oregon State Constitution and fundamental constitutional changes to the structure and division of the powers of state and local governments. Proponents can choose to challenge that decision in court or write a new initiative which would overcome those objections
