Legislative Update
HB 2025, which the Transportation Reinvestment committee passed yesterday, but faces an uncertain fate on the both the House and Senate floors.
Lawmakers did craft a bi-partisan solution to wildfire funding (HB 3940 [7]), cobbling together a new tax on nicotine pouches and using interest from the state’s “Rainy Day Fund” to cover wildfire mitigation and suppression, and providing some support to large and small landowners who were footing a disproportionate share of the costs. The budget writers released their final appropriation bills, allocating several items to natural resources, including wolf depredation money, relief for landowner fire costs and funding for Oregon’s AgriStress Helpline [8].
