Legislative Ag update 6/15

We’re down the last two (at most) weeks of the 2025 Legislative Session, with major outstanding issues still being negotiated including transportation and wildfire funding, and the Governor’s two water-related bills, SB 1153 and SB 1154.

Democratic leadership continues to propose a transportation package funded through significant tax increases, but even if they can find the necessary votes in each chamber (not a guarantee), they’ll likely need to get voter approval as well. The Legislature still hasn’t found a sustainable plan for wildfire funding either. Beyond those discussions, agency budgets are substantially complete, with both chambers spending long hours on their respective floors voting on the remaining bills on their dockets.

OFS remains focused on the Governor’s proposed groundwater quality bill, SB 1154, which was voted out of the Senate Rules committee earlier this week following another public hearing. Our members are also continuing to try to kill SB 1153, which targets water transfers for agricultural purposes. Neither of these governor-requested bills have yet had any review in the House. Beyond this, OFS’s priorities and bills of concern for the 2025 have largely been resolved in ways that are positive for our members.
